Lance (Chip) Borman, Jr.

Lance “Chip” Borman, Jr. was born and raised in Florida, graduating from
Florida State University.  Chip earned a law degree from Catholic University
in Washington, DC and a Master’s Degree in Politics from Catholic
University’s Politics Program.

Chip has more than 16 years in the field of government contracting including
extensive experience in capture and proposals.  His specialty is in dynamic
and challenging contracting environments such as Iraqi reconstruction or
anti-corruption in the Middle East.  He has worked with a wide variety of
contract types supporting numerous sectors including IT, infrastructure,
defense, civilian, and international projects.  Prior to joining XYN, Chip
ran a “Shipley Shop” proposal department at MicroTech in Northern Virginia.

Starting in 2003, Chip led the civilian personnel department in the
newly-formed Coalition Provisional Authority in Baghdad and stood up Iraq’s
first permanent anti-corruption organization.  In 2005, Chip teamed with a
consortium of Iraqi companies to bid and perform reconstruction projects for
the US Department of Defense. Chip is most proud of completing successful
school and water projects in areas north of Baghdad in 2006.

Chip completed a 2,162-mile hike of the Appalachian Trail and has been known
to bicycle across many states including Iowa, Maryland and North Carolina.

He currently resides in Alexandria, VA with his wife, Jean and daughter
Molly.
